though VA had more weightage than other sections, it was a surprise this year.

Isn't this the first time that they've done something like this? I'm not a fan of VA to begin with, and this was a little annoying. I hope they have very good reasons for having put us through this!

It's also fact that he is obliged to, as part of his duty to serve society. Either way, I interpretted it based on our systems, lol, where I think ministers are not compelled to. IF they were, it'd be a whole different scenario!
