    let d be circumference of circle....
    hare  starts when  tortoise has covered d/3  say in time t1
    when they meet say at time t2 after hare starts, the hare has covered d/4 where as tortoise has coveres the remaining distance after d/3 i.e (d-(d/3)-(d/4))=5d/12
    using distancs =speed * time..since equal time are taken to cover above distance i.e t2
    dis(tort)/dist(hare)=speed(tort)/speed(hare)=5/3
    lets assume speed of tortoise =5x and that of hare=3x
    distance remaining for hare=3d/4 and that for tortoise=d/4 which has to be covered in equal time for reachin together
    using formula mentioned above and taking speed of tortoise=5x, we get
    (d/4)/(3d/4)=5x/speed of hare
    which gives speed of hare required = 15x
    previous speed of hare =3x
    factor of increment= 15x/3x=5
    so hare needs to increase its speed by 5 times
